In Nebulirium Overlords, players take on the role of leaders of newly formed nations, each based on a unique biome—deserts, jungles, mountains, tundras, and more. As they develop their civilizations, players must carefully manage resources to not only grow their economies but balance technological progress.

However, just as their nations begin to flourish, an unexpected crisis emerges—an onslaught of alien invaders from across the Galaxy arrive to conquer Earth! These extraterrestrial forces have specific desires for Earth’s resources, targeting nations that possess the materials they crave. Players must adapt by manipulating their own economies and influencing their neighbors’ economies to not become the target of the worst of these invaders. In some cases, attracting more benign alien factions that can aid in the defense against the worst of the Nebulirium forces is the optimal move.

Players simultaneously select cards to pass left and right and then select one card to complement the two cards they received. Each card has three sections (Department of Health, Department of Agriculture, and Department of Defense). Player simultaneously select one department on each card to obtain the indicated resources (Military, Energy, Minerals, Food, Population).

It is critical to properly support your nation. If you are not able to support a specific part of your nation, you are able to explore, which provides increased flexibility on future turns.

In order to grow your Population, you need a sufficient Food Supply. To grow food, you need Minerals to build heavy equipment. To mine the Minerals, you need an extensive amount of Energy sources. To maintain control of those Energy sources, you need the proper Military protection.

After gaining resources, random aliens attack Earth and become an overlord of the nation who has the most or least of the alien's desired resource. After 9 aliens have arrived on Earth, whoever has the most points wins. Each resource is worth a point, aliens add or subtract points, and location objectives provide additional points.

Each game is completely different as only 9 of 26 Aliens are used each game and the order in which they reach Earth completely changes their impact. Some Aliens are better earlier in the game, some are better later in the game, and some are always overbearing.
