To maintain the peace between warring factions, the Queen has challenged all would-be mayors to develop more diverse areas within the capital. Whichever challenger can build the most diverse quarter in the city will become mayor.

In Diverse City you will be drawing worker and location cards from a shared deck, and adding them to the market. Players then hire workers and build locations from the available cards. If you entice enough races to the market you will be rewarded with gold; however, if you draw too many opposing factions, a brawl will ensue and you will have nothing to purchase!

The actions available to you are dictated by the workers you hire. Your workers must rest after being used, so they change each turn; you must therefore plan and adapt your game engine to the actions available to you. Locations provide abilities that are ongoing or triggered by your actions.

However, it's not all about the actions and abilities. Your workers and locations are also worth points. You can even retire your workers to score them twice but their ability will no longer be available to you, so you must choose wisely when to do so. Most importantly though, you get diversity points based on sets of workers and locations; the more races you have in each set, the more diversity points you earn. There are eight races in total (dark elves, dwarves, elves, gnomes, goblins, humans, orcs, and ogres), but only six are used in a single game.
