Capture the vibrant, chaotic energy of Hồ Chí Minh City in Sài Gòn, an open drafting and set collection game where players compete to develop the most prosperous city block. In a city famous for its unique "tube houses"—tall, thin architecture that rises rapidly over months or years—you must balance vertical expansion with bustling street life to outshine your rivals.

Gameplay Overview
The game is played in two distinct phases that blend strategic planning with competitive interaction:

The Drafting Grid (Competing for Permits): Players take turns adding tiles to a shared central grid, expanding the market depending on player count. The twist comes when you commit your colored die to a specific corner of the grid, staking a claim on the four surrounding tiles. Timing is everything: lower value dice draft first, but placing your die early restricts your options. Be careful—if your die is surrounded before you're ready, you might be forced to draft immediately.

The Construction Phase: Back at your player board, you must arrange your drafted tiles to build your city block.
Build Up: Stack matching Building Tiles to create the tallest skyscrapers in the district.
Street Level: Manage the ground floor with essential upgrades like Restaurants and Housing, or suffer the penalties of Abandoned Buildings and Construction zones.
The Street: Fill your lower row with vibrant activities—from Markets and Food Stalls to Dragon Dancing—to earn set collection bonuses.

Key Features

Vertical Strategy: Score points by constructing the tallest building of each of the 6 distinct types, but remember that you cannot mix building types as you build upwards.
Interactive Economy: Utilize "Street Vendor" meeples to invade opponents' tiles for points, but beware of the Police marker, which can kick your vendors off a rival's block.
Risk Management: While Construction tiles offer resources for Unique Buildings, they clutter your street with negative points.
Unique Architecture: Unlock massive, multi-tile Unique Buildings like the Pagoda or Park by collecting Architect Tiles to cover up unsightly abandoned areas.
