Glitter or Litter is a semi-cooperative strategy game about cleaning up a tourist town, recycling waste, and preventing an environmental disaster. Players collect trash, upgrade their recycling vans, manufacture useful recycled goods, and compete for the highest Recycling Point score. However, if litter spreads out of control, everyone loses.

Players spend three Action Points each turn to:

Move around the town
Collect visible trash

Dig up buried waste
Use special vehicle abilities

After every player's turn, an Event tile introduces new waste into the town, increasing pressure on the group. Players must keep pollution under control while maximizing their own Recycling Point totals.

The game ends after the final Event deck is exhausted—provided the town has not already been buried under garbage.
