A hurricane is bearing down on your region. As a chief emergency manager, you must make difficult decisions with limited time and resources: How do you protect your population? What infrastructure do you prioritize? When do you prepare, and when do you act? And how much can you afford to help your neighbors?

In EMCE: Hurricane, 4–8 players take on the roles of emergency managers in neighboring jurisdictions facing a rapidly evolving hurricane threat. Over six rounds, players make decisions as the storm approaches, makes landfall, and passes.

Each round presents new challenges and competing priorities. Players must decide how to use limited resources and precious time to prepare shelters, protect critical infrastructure, train personnel, support vulnerable populations, mitigate damage, or assist neighboring jurisdictions. Early decisions matter: investments in preparedness and mitigation can pay dividends later, while decisions made by one jurisdiction can create consequences for others.

But this isn't simply a game of individual survival. The score is collective. As the hurricane's impacts cascade across the region, players must balance their own jurisdiction's needs with the needs of the broader community. A jurisdiction that is hit hard may become unable to act, shifting pressure onto its neighbors. Helping others may come at a cost, but failing to coordinate can make the situation worse for everyone.

EMCE: Hurricane is a serious game designed to explore the real-world challenges of emergency preparedness, resource allocation, coordination, and decision-making under pressure. It gives emergency management teams an opportunity to experience how actions taken before a disaster can shape outcomes during and after the event—and how interconnected jurisdictions can succeed or struggle together.

A built-in tutorial in the first round introduces players to the game mechanics, allowing the group to quickly begin making meaningful decisions. A game data tracking system captures player decisions and outcomes, providing a foundation for a structured debrief. Teams can examine what they decided, how those decisions affected the evolving situation, and where coordination or preparedness could be improved. Gameplay data can also be incorporated into a formal training report.

Prepare early. Make the hard calls. Coordinate with your neighbors. And see if your region can weather the storm.
