Race to 15 victory points to win the game! Time of War is a game of bidding, trading, alliance building, resource management, and combat. All actions are simultaneous so there is no waiting for your turn!

Bidding Phase - Bid for control of resource boards
Battle Phase - Use battle cards and dice in combat

Voting Phase - Vote for control of the white flag
Collection Phase - Collect resources from cities and banks

Repeat the phases until a player buys their 15th victory point.
