In Japanese castles, the tenshu is the main tower, standing above the surrounding castle grounds. With the land finally at peace, the Shogun issues a series of edicts to rebuild castles, construct tenshu, and hold seasonal festivals to restore order throughout the realm.

In Tenshu One, 1–4 players work together as magistrates tasked with fulfilling the Shogun's edicts. On each turn, players choose one of three available cards and place it as either a Tenshu card or a Matsuri (festival) card. By carefully stacking cards, connecting seasonal icons, and building upon existing structures, players construct interconnected Tenshu and work to meet the requirements of seasonal festivals.

Every placement matters as players coordinate their construction plans to fulfil all the edicts. Complete every edict to win together; if the deck runs out before the task is finished, all players lose. Together, they strive to build the strongest Tenshu of all: Tenshu One, a towering symbol of a unified realm.
