Small Steps to Fight Fascism asks the question, “What can I as an individual do to resist an oppressive government that feels all-powerful?” In it, players act as citizens of Minneapolis invested in strengthening their relationships to the community and their neighbors. You take actions that help create resilience across the city during the year and a half leading up to Operation Metro Surge, the occupation of Minneapolis by ICE agents that began late in 2025 and escalated significantly in early 2026.

Asymmetric player characters begin with different levels of joy, money, and energy, the three primary resources in the game, and with unique decks of multi-use cards. You and your neighbors are active in several Minneapolis communities, and all of you are affected by a set of authoritarian pressures tied to specific aspects of your identities. On top of all this, national news events shape the tenor of each round of play, presenting additional pressures and challenges for players to navigate.

You must participate in local community events to resolve those pressures, which strengthens your communities and opens up more of your neighbors to participate in civic life with you. To do this, each turn you take two actions using your unique cards, either to participate in a community event or to replenish yourself and avoid burning out. Balancing your time between self care and activism is critical to ensure you can continue bringing your full self to the work of fighting the encroachment of fascism.

The game concludes with Operation Metro Surge, an intense series of challenges the players and community must navigate together. Hopefully, you have built enough resilience across the city to weather this tragedy effectively. In the end, you evaluate both your personal and the wider community’s status. Are you burnt out and done with this work, or thriving and joyous about the outcome of your hard work? Is the city struggling under the weight of what has happened, or confident in its ability to move forward and grow? Ultimately, this game wants players to walk away believing they can have an impact, that they can take steps toward the good, no matter how small.
