shuffles risk management cards, hazard tiles and vulnerability cards separately. Place the danger tiles face down in the center of the table and unfold 5 cards on the side of the table, then place the risk management deck on the side of the tile deck and deal 4 cards to each player; Place the vulnerability cards on one side of the table, these cards will be used only when one of the players manages to complete a watershed.
