Cats on Top! is a 2–5 player climbing card game in which players compete to be the first to empty their hand and claim the best spots on the cat tower.

Cards are played into three fixed positions on the tower. Players may play a higher single card, pairs or triples of the same number, or runs made of two or three cards of the same color. When cards are removed from the tower, the remaining cards stay in their original positions, so the value of the board can change in unexpected ways.

Instead of playing, a player may pass when at least two cards remain on the tower, taking one visible card into their hand and weakening the current combination. Box cards can also cover numbers on the tower, temporarily removing them from the current combination before the player makes a new play.

If the current board is reduced to a single card, passing is no longer allowed. A player who cannot beat that single is eliminated. The first player to empty their hand wins, or the last player remaining wins if all other players are eliminated.
