In Carta Imperia: Rise of Rome, you play the leading Families of the Roman Republic wheeling and dealing with one another to become the most prestigious Family in Rome. The Family with the most Prestige in the form of ephemeral Dignitas & more permanent Auctoritas at the end of the game wins.
The mechanics of the game are designed to create a bullpit for negotiation, because this game is all about dealmaking. Almost everything in this game is legitimate currency that you can use to get ahead: spend your Dignitas to buy alliances; sell Governorships for political advantage; bribe lawyers to prosecute your rivals; give Rome’s generals command of your private armies for a cut of the spoils. The only things you can’t sell are Auctoritas, the Legions of Rome and your political Legacy. The rest is negotiable.
The game is played over 7 Eras and each Era starts by revealing a Mapcard which shows the areas of the Mediterranean that became part of Roman history in that Era. Players choose 1 or 2 Action Cards which depict what their Family will prioritize in that Era. Each Action Card is then played out in the numerical order of the card:
EXPLOIT: allows all players to Tax provinces and enables the card player(s) to Romanise any Mapcard that has been fully conquered, making it more profitable.
EXEC: allows all players to either convert ephemeral Dignitas into more permanent Auctoritas, or to Adopt an extra Governor. The card player(s) can do both actions or one of them twice, but then each card player must nominate a Governorship for re-election, triggering a flurry of horse-trading for votes.
EXTORT: uses the law courts to steal Dignitas from a rival Family or to take the leading Family down a peg by Impeaching its Auctoritas. But the case rarely gets to court if you're willing to pay a big enough bribe.
EXPAND: gives players control of Rome’s Legions, to conquer new territory and glory in the Dignitas of a Triumph. While players who Taxed for extra legions can trade them to generals desperate for troops in return for political favours.
In Eras VI & VII a powerful new card enters play:
EXTRA-LEGAL: Now the leading Family can declare its head Emperor, while others can try to stop them through Assassination or Civil War. Or take your rivals down a peg by converting your Dignitas into street gangs and attacking your opponents with Mob Rule.
